I’m pretty sure it’s illegal to use someone’s image without permission - I’d be interested to see what Churchill’s family think of O’Leary abusing his image like this for a joke.

I don’t think that’s correct, particularly when the person in question is dead.
Look at all the celebrity rags and tabloids, you can be sure they don’t have permission to print all the photos they show.

There’s a difference when you’re using a likeness to sell a product or imply endorsement of a product.
